Team Leader Resource Consents Monitoring & Enforcement

About the role
We're looking for an experienced and people-focused Team Leader to guide our talented team and help ensure we achieve positive compliance outcomes for our community.
This is an exciting opportunity to lead a team that balances education and relationship-building with robust, legally sound enforcement when needed. You'll play a key role in protecting our environment, supporting sustainable development, and ensuring our regulatory services are efficient, customer-focused and fit for the future.
As Team Leader Monitoring & Enforcement, you'll:
- Lead, coach and support a high-performing team of Senior Monitoring Enforcement Officers and Monitoring Enforcement Officers.
- Provide operational leadership across monitoring, compliance and enforcement activities under the Resource Management Act.
- Champion a customer-focused approach that values education and proactive compliance alongside effective enforcement action.
- Oversee complex enforcement matters, including legal processes and prosecutions, ensuring best-practice and legally robust outcomes.
- Drive continuous improvement by identifying opportunities to enhance systems, processes and ways of working.
- Build strong relationships with internal teams, developers, industry groups, community organisations and other stakeholders.
- Contribute to strategic planning, budgeting and the ongoing development of the Resource Consents & Monitoring function.
- Represent Council at hearings, working groups and sector events as required.

To be successful in this role, you'll have:
- A relevant tertiary qualification in Resource Management and/or enforcement practices.
- Proven experience leading and developing teams to deliver excellent results.
- Strong knowledge of monitoring and enforcement requirements under the Resource Management Act.
- Exceptional planning, prioritisation, problem-solving and negotiation skills.
- The ability to balance regulatory responsibilities with a positive customer experience.
- Experience implementing process improvements and supporting organisational change.
- Excellent communication and relationship management skills.
- Strong computer skills, including proficiency with Microsoft Office applications.
It would be an advantage if you also have knowledge of local or central government environments.
